LPC Club members update due to changes in the
Arms Act Version 29 November 2022
Attendance recording:
There are 2 types of recording
The club range register attendances – for club activities/events
The club range register attendances – for NON-club activities/events
Please ensure you complete and familiarise yourself with these new forms.
The club range register attendances – for club activities/events is completed when you are
on the range for a planned club activity/event. This register is linked to the LPC planned
activities calendar which runs from 1st of July of each year to the 30st of June of the next
year. (A copy will be made available to our members). This range register requires
identification of the Range Officer for each event. The annual club activities/events
calendar is submitted for each current and next year to the Clubs and Ranges of the NZ
Police. Your attendance record and details are submitted as evidence of your minimum of
12 annual attendances. This form is available from the Range Officer or Range Master and
completed when you report to them on entering the range. The Range Officer will hand this
completed attendance register to the secretary. The secretary and the club captain of the
LPC will maintain an annual register of individual club activities/events attendances. It is
advisable you also keep your own private register so you can ensure you are completing
sufficient annual club events to maintain the validity of your B endorsement.
The club range register attendances – for NON-club activities/events is completed when
you shoot on the range and this is not on the club activities/events calendar. You are
required to identify who the Range Officer is when you attend. In case you are by yourself
than you are also the Range Officer. The form is available in the container of the outdoor
range and from the Range Master for extra events for the indoor range. It needs to be
completed when you enter the range.
The form is collected from the indoor/outdoor range on regular intervals and is provided to
the NZ police on request. The LPC secretary will maintain the annual record.
Health and Safety:
The LPC is to maintain an up to date Health and Safety Manual
The Health and Safety Manual consists of:
LPC health and Safety policy
LPC Hazard Register
LPC Hazard identification form
LPC Annual maintenance plan
Incident report – Firearms discharge requiring medical care
Incident report – Firearms discharge not causing injury but outside the cone of fire
Our current Health and Safety officer is Keith Mc. One of his requirements will be to
complete a monthly range inspection and report the results the LPC committee.
Injuries during a shooting activity
There are 2 types of incidents that require reporting and the incident forms are available on
the range:
Incident report – firearms discharge requiring medical care. There is a special
incident form to complete for this. Provide first aid first, and call an ambulance if
required. Range Officer to stop all shooting activities and close the range. This
incident needs to be reported to NZ Police, the president of the LPC, and PNZ. Do not
interfere with the scene or touch the weapons involved until you have clearance
from the police. Form is available at the indoor range from the Range Master and on
the outdoor range in the container.
Register – Firearms discharge not causing injury (Internal record to be kept for 5
years. Any shot that is discharged outside the cone of fire for the range needs to be
recorded on this register. This incident needs to be reported to the Range Master /
Training Officer who will enter this in this register. Incidents are recorded and later
discussed under the Health and Safety session of the monthly LPC committee
meeting. The register is available at the indoor range from the Range Master and on
the outdoor range in the container.
Club Ammunition sales
All club ammunition stock and sales are recorded in our ammunition sales record.
Reconciliation of the income and expenditure related to this needs to be provided and the
club is required to provide evidence that any profit made is returned to the club fund.
The club is to maintain manuals on:
New members records
Current club members records including their FAL#
Club Training
Holster qualifications
Health and Safety
Any changes to manuals 1 and 2 need to be notified to the police within 28 days of their
occurrence. Members need to ensure the club secretary is advised of any personal changes
that effect the LPC member records such as changes in:
Name
Address and email address
Phone number
Fire Arms License (FAL) and/or endorsements
Membership status
Change of club
Club officer status
Holster qualifications
Range Officer Qualifications
Revoking of a FAL and/or endorsements
Any medical events that may effect your ability to safely maintain your B
endorsement
The club must keep a list of members who are Range Officers:
List of members who are Range Officers and who are on duty from time to time at
the club during the year. This list needs to include Name of the Officer, FAL, Training
received, Basic Safety and RO test and any other levels of training IE IPSC L1 or ISSF
L1. This list is kept by the club secretary for 2 years and sent to the police if required.
Firearms Security during transport:
The Arms Act provides specific instructions regarding the correct transport of firearms
under heading 19B please ensure you familiarise yourself with these requirements.
The basics rules for transport are:
Fire arms and ammunition must be:
• Concealed from view from outside the vehicle
• Stored in a locked case or carry bag
• Weapons must be unloaded
• Ammunition must be stored separately
• You can take a break when travelling and the vehicle can be left unattended for up
to 60 minutes if you comply with the above. The vehicle must be locked and the keys
must be in your possession at all times
There are specific guidelines for transport on a passenger ferry, on a plane, other public
transport and motorcycles.
